AC2SG Software plans electric vehicle charging stations with NITI Aayog in India
NITI Aayog publishes a plan for 135 charging stations in the Delhi NCR to speed up electric vehicle adoption in India
Delhi, India (10th November 2017): NITI Aayog (National Institute for Transforming India) has today published a proposal for 135 EV charging stations in the Delhi NCR area. The charging station network planning has been performed by a Finnish technology startup AC2SG Software under the guidance of NITI Aayog. This would be the biggest EV charging network so far in India and the primary users of the network in the first phase are planned to be Indian government employees and institutions. The first charging station will be deployed at NITI Aayog headquarters in Delhi and the construction of the entire network will be completed by June 2018.
The Indian government announced in April 2017 an ambitious target to stop the sales of internal combustion engine vehicles by the end of year 2030. As a part of this effort NITI Aayog has started a series of actions to ensure that the necessary EV charging station capacity is available as the adoption of electric vehicles advances and an increasing number of users are in need of these charging services in India.

The challenge with the EV charging station deployment is on one hand that the forecasting of the number and locations of the stations needed in 2030 is very difficult and on the other hand the deployment of an unnecessarily large number of stations in the early phase is not economically feasible. In the early deployment the key issues are the geographical coverage of the charging station network, the choice of the right types of charging stations and the optimization of the construction costs.
“At this stage the planning work primarily focuses on these issues and ensures that the early-stage charging station network is “fit for purpose”. Early user experiences and feedback are fundamentally important for the successful uptake of electric vehicles, therefore ensuring user satisfaction and seamless user experience are the key focus areas for the planning”, says Jaakko Aho, managing director of AC2SG Software.
The EV charging station deployment in India is at an early stage and NITI Aayog wanted to benefit from practical experience of EV infrastructure implementation in countries where this has already been started. To be useful the planning has to maintain a neutral view on the charging station suppliers and on standards in this area.
The planning focused on the geographical corridor from the high-tech center of Gurgaon to South Delhi via the IGI international airport and onwards to the Noida industrial area. This area is an epicenter of governmental institutions and key business locations. The particular challenges for the planning and deployment are the high amount of traffic, difficulty in finding public spaces for construction and the challenges with traffic arrangements and disruptions, for example finding adequate space for parking.

The planning that we have done in Finland and elsewhere has not had the scale that Delhi has and the challenges are somewhat simpler. However, working in co-operation with NITI Aayog we have been able to resolve the issues and come up with solutions to these challenges.”
